Course information
Peru’s Legislative Decree No. 1570, known as the Law on the Comprehensive Management of Chemical Substances, emerged from the need to replace a fragmented regulatory framework governing the manufacture, importation, use, storage, transportation, and disposal of chemical substances.
Before its adoption, responsibilities were distributed among several sectoral authorities, and regulatory controls were often focused on specific products or activities. This created gaps in information, risk assessment, hazard communication, traceability, and coordination between government agencies.
The new law sought to establish a more integrated, preventive, and life-cycle-based system, consistent with Peru’s environmental commitments and its process of alignment with international standards and OECD practices.
This course is intended to train the company’s personnel in the regulatory requirements applicable to the manufacture, importation, registration, storage, transportation, labeling, and commercialization of chemical products in the Peruvian market.
The course will focus on the framework established by Legislative Decree No. 1570, it’s implementing regulation approved by Supreme Decree No. 005-2026-MINAM, and the sector-specific requirements administered by authorities such as DIGESA, DIGEMID, SUNAT–Customs, SENASA, MINAM, OEFA, and PRODUCE, depending on the product and its intended use.

1. Explain the main components of Peru’s chemical-substance regulatory framework.
2. Determine which authority is competent for a specific product.
3. Identify registrations, permits, notifications, and authorizations required before commercialization.
4. Evaluate whether a product is subject to import restrictions or controls.
5. Review SDS and labels for regulatory consistency.
6. Identify the principal compliance risks in manufacturing, importation, storage, and distribution.
7. Develop an action plan to close identified compliance gaps.
