Philippines adds 81 chemicals to national inventory

QUEZON CITY, Philippines, May 2026 The Philippines has added 81 substances to the Philippine Inventory of Chemicals and Chemical Substances, expanding the country’s official list of existing chemicals.

DENR Administrative Order No. 2026-24 (“DAO 2026-24”) covers chemicals that completed the Pre-Manufacture, Pre-Importation Notification process; received PMPIN compliance certificates; and were commercially imported or manufactured after the submission of a Notice of Commencement.

PICCS identifies chemicals that are stored, imported, exported, used, processed, manufactured, or transported in the Philippines. A substance not listed in the inventory is generally treated as a new chemical and may require notification to the Department of Environment and Natural Resources (DENR) before commercial introduction.

The additions include polymers, fragrance substances, petroleum materials, fatty-acid derivatives, metal compounds, and other industrial chemicals.

Differences with the 2024 and 2025 draft proposal

DAO 2026-24 adds all 81 chemicals that DENR proposed in 2024, while only 5 of the 81 chemicals listed in DAO 2026-24 are in the draft proposal published by DENR in November 2025. This is the result of the chemicals being required to be notified again in 2025, but they were proposed but not to be added to the inventory until now.

Implications for industry

Companies importing chemicals already listed on PICCS, including the 81 newly added substances, are exempt from the PMPIN process. However, PICCS listing does not remove any other regulatory requirements governing the importation, handling, use, storage, transport, or disposal of those chemicals.

For substances included in the 2025 draft list, companies may reduce compliance costs by waiting for the chemicals to be formally added to PICCS rather than submitting a PMPIN. That decision must be weighed against commercial timing, as the wait for a final inventory update could extend for up to two years.

Companies should confirm both the chemical name and CAS number before relying on a PICCS listing, particularly for polymers, reaction products, and other complex substances.

The order was published and filed with the Office of the National Administrative Register on 15 July 2026 and takes effect 15 days after publication. At the time of publication, the official search portal had not yet been updated to include the 81 new substances. Companies unable to obtain a PMPIN exemption online should contact the Environmental Management Bureau and consider attaching a copy of the DAO to import documentation to reduce the risk of customs or clearance delays.
