Ukraine extends deadlines for CLP and REACH compliance
Kyiv, Ukraine,December 2025 - Ukraine has officially postponed the deadline for chemical pre-registration, registration, classification and labelling of chemicals and chemical products. Originally proposed in November 2025, Decree 1598 amends Resolution 847 on approval of the Technical Regulations on the safety of chemical products and finalizes the postponement of the notification and registration deadlines for chemical substances for sale in Ukraine.
As part of its agreement with the European Union (EU) to eventually gain accession to the EU, Ukraine has aligned its chemical management framework by implementing similar requirements similar to EU REACH and EU CLP under the Technical Regulations on the Safety of Chemical Products. A resolution in 2024 the first compliance date for November 2025. The new regulation resets all essential compliance deadlines.
CLP deadline extension
Under existing requirements, all substances must be labelled and classified under Ukraine’s framework for classification, labelling and packaging for chemical substances, which mirrors the EU CLP. Additionally, companies must notify the competent authorities of the classification. The new resolution has extended the deadline for notifications as follows:
CLP notification for substances: 15 November 2027 (originally 1 November 2026)
CLP notification for mixtures: 1 May 2028
Ukraine REACH deadline extension
Under the new Resolution, the following deadlines have been extended:
Pre-registration of existing chemical substances: 26 January 2027 (originally 26 January 2026)
Registration of substances ≥1 ton per year of CMR Cat. 1A or 1B, and ≥100 ton per year substances very toxic to aquatic organisms: 1 October 2028 (originally 26 January 2026)
Registration of substances with an annual production or import volume exceeding 1,000 tons: 1 October 2029 (originally 1 October 2026)
Registration of substances with an annual production or import volume of 100–1,000 tons: 1 June 2031 (originally 1 June 2028)
Registration of substances with an annual production or import volume of 1–100 tons: 1 March 2033 (originally 1 March 2030)
Implications for industry
Companies will now have more time to comply with the Ukraine CLP and REACH requirements, including negotiation for data sharing agreements. The extension will also allow the Ukrainian authorities to set up necessary IT systems and process for evaluation of submissions.
